Getting out and running there or shooting him from afar should work as well. After skipping the cutscene you can switch to the Shotgun once Vlad said "You are a dead man." and shoot him. Uncle Vlad

Phonecall

You apparently require the phonecall with Roman in which he tells you that you can work for him now. You can call Roman for that after Jamaican Heat.

You need a phonecall with Dimitri to activate the mission. It's generally a bit unclear how exactly it works (sometimes it works even where it shouldn't), but this seems to be how to get it consistently:

  • You need to have had the popup that tells you that "You can phone Dimitri.."
    • It apparently only appears at a certain distance from the Perestroika Club (where The Master and the Molotov takes place)
    • It apparently only appears when you don't have the phone up
  • After that, you need to be in the right spot once the phone connects for Dimitri to answer when you call him
    • You probably also need to be far enough away from the Perestroika Club, but differently than the popup

After the call to Dimitri, it takes about 10 seconds for Little Jacob to call you. He spawns at the warehouse once the call is finished. You can take it right where he will spawn as well, but of course you'd want to take it before so the next part triggers immediately.

In the warehouse

Immediately jump over the barrier you are crouched behind after the cutscene and get the armor (hold forward and spam jump after skipping the cutscene). You shouldn't be shot until you get it if you are fast. Then go along the right side (towards the little hut inside the warehouse) and shoot the enemies near you with SMGs. There is health inside the hut. Little Jacob should follow you outside, you don't have to kill everyone, just stay at the right and shoot those near.
