There is a strategy to get 1:13 every single time courtesy of TeeNTee314: "At the start of final zone, just hold right (don't do an acceleration jump) until you're past the center of the boss room. Robotnik should appear in piston #4, you have to do all the hits in a special way, namely letting go of all directional input when you hit him. All in all this should result in a 4-3-2-4-2-1-4-3 pattern".
